Transformer Energy Efficiency Improvement Plan 

Recently, the Ministry of Industry and Information Technology, together with the State Administration of Market Regulation and the National Energy Administration, issued the Transformer Energy Efficiency Improvement Plan (2021-2023). Relevant contents of the Plan are hereby interpreted as follows:

What is the necessity for the formulation and implementation of the Plan?

The transformer is the basic equipment of transmission and distribution, widely used in industry, agriculture, transportation, urban communities, and other fields. 

China has about 17 million transformers operating in the network, with a total capacity of about 11 billion KVA. 

Transformer loss accounts for about 40% of the power loss in transmission and distribution.

It is estimated that the annual power loss is about 250 billion kilowatt-hours, which has great energy-saving potential. 

The Ministry of Industry and Information Technology has actively promoted the continuous improvement of transformer energy efficiency, formulated and implemented the "Power Distribution Transformer Energy Efficiency Improvement Plan (2015-2017)" together with the former General Administration of Quality Supervision, Inspection and Inspection, and the National Development and Reform Commission, to improve the supply capacity of high-efficiency transformer raw materials, consolidate the foundation of industrial development, and increase the promotion efforts. 

Several batches of the "Recommended Catalogue of National Industrial Energy Saving Technology and Equipment" and the "Energy Efficiency Star" Product Catalogue were issued, and a total of 437 types of high-efficiency transformers were recommended to the public. On June 1, 2021, "Energy Efficiency Limits and Energy Efficiency Levels of Power Transformers" (GB 20052-2020) will be formally implemented.

Compared with the current standard (GB 20052-2013), the loss index of all kinds of transformers in the new standard will decrease by about 10-45%, which is better than the requirements of the relevant standards of the European Union and the United States. Implementing a new round of transformer energy efficiency improvement plan, promoting the optimization and upgrading of the transformer industry chain, and accelerating the improvement of transformer energy efficiency are conducive to reducing the power loss of transmission and distribution, improving the energy efficiency of power consumption enterprises, further promoting green, low-carbon and high-quality development, and also conducive to increasing the supply of efficient transformer market and strengthening green new drivers.

What are the main objectives of the Plan?

The Plan focuses on the production and application of high efficiency and energy-saving transformers and puts forward quantitative and qualitative objectives. On the one hand, the high efficiency and energy-saving transformer in the network operation proportion is increasing. By 2023, the operating proportion of high-efficiency and energy-saving transformers (power transformers conforming to Level 1 and Level 2 energy efficiency standards in GB 20052-2020 "Power Transformer Energy Efficiency Limiting Value and Energy Efficiency Grade") in the network will be increased by 10%, and the number of newly added high-efficiency and energy-saving transformers will account for more than 75% in the same year. On the other hand, the transformer industry chain is optimized and upgraded, and the supply level of efficient and energy-saving transformers is improved. Around the research and development of high efficiency and energy-saving transformer design, manufacture, operation maintenance, consulting services, and other fields, application of a batch of key core technologies of materials, components, and equipment, formed a batch of backbone advantage manufacturing enterprises, foster a batch of green manufacturing system solutions provider, significantly enhance the level of modernization of the industrial chain of the supply chain, green. 

 

What are the main tasks of the Plan?

First, we will accelerate technological innovation and industrial application.

Strengthen the research and development of key core technologies, upgrade the material innovation and technology of high efficiency and energy-saving transformers, focus on solving the problem of high voltage bushing of transformers, strengthen the structural design and processing technology innovation of high efficiency and energy-saving transformers such as three-dimensional core structure, improve the digitization, intelligence and green level of transformers. We will strengthen the leading role of enterprises in technological innovation and improve the innovation capacity of industrial chains.

Second, we will enhance our capacity for green production and supply.

Guide transformer enterprises to develop their production equipment toward automation and intelligence. Enterprises are prohibited from producing and selling transformers that are lower than the requirements of the new national energy efficiency standards. Increasing the proportion of high-efficiency and energy-saving transformers used in emerging fields such as renewable energy, rail transit, data centers, etc., releasing and cultivating a group of green supply chain demonstration enterprises, and building a group of high-efficiency and energy-saving transformer production and manufacturing clusters.

Third, increase the promotion of high efficiency and energy-saving transformers.

From June 2021, new transformers must meet the requirements of national energy efficiency standards, encourage the use of energy-efficient transformers, and increase the proportion of energy-efficient transformers in industry, communications, construction, transportation, and other fields. We will organize and carry out inspections on energy conservation in major industries, and promote the elimination of low-efficiency transformers. Power grid enterprises will be encouraged to formulate and implement a phase-out plan for low-efficiency transformers. Starting from June 2021, newly purchased transformers shall be high-efficiency and energy-saving transformers.

Fourth, we will strengthen our capacity to provide industrial services.

Through the comprehensive implementation of energy conservation diagnosis, the activity of "energy conservation service to enterprises" is carried out to strengthen the connection between supply and demand and accelerate the transformation and upgrading of transformers.At the same time, energy efficiency labeling, transformer energy-saving certification, and other services promote the public service agencies to evaluate the life cycle service quality of transformers. Encourage energy conservation companies to provide one-stop contractual energy management services to enterprises through innovative cooperation models.

What are the safeguard measures to promote the implementation of the Plan?

First, we strengthened organization and implementation.

The Ministry of Industry and Information Technology, the State Administration for Market Regulation, and the National Energy Administration are jointly responsible for organizing and implementing the Plan. The relevant departments at the provincial level should earnestly provide guidance and services, clarify the schedule and pay attention to the implementation of tasks. Relevant industry associations and central government enterprises are encouraged to formulate specific work measures in accordance with the goals and tasks set in this Plan and in combination with the actual conditions of their respective fields and enterprises, so as to advance in an orderly manner and form joint forces.

Second, we will increase policy support.

Establish and improve the standard system of high efficiency and energy-saving transformers, make full use of existing fund channels to support the development of high efficiency and energy-saving transformers industry, and support qualified enterprises to apply for preferential policies such as fund support, tax preference, financing guarantee, and insurance compensation according to regulations. We will improve the government's green procurement system and encourage buyers to give priority to purchasing high-efficiency and energy-saving transformers.

Third, strict supervision and management.

The Ministry of Industry and Information Technology, together with the State Administration for Market Regulation and other departments, has strengthened management at the source, prohibits enterprises from producing and selling transformers that fail to meet the requirements of the energy efficiency limit. Enterprises that fail to make rectification or still fail to meet the requirements after rectification will be included in their trust-breaking credit records according to law and regulations. Power grid enterprises should prohibit transformers that do not meet the requirements of energy efficiency standards from connecting to the grid.

Fourth, we will improve the market environment.

We will give full play to the role of relevant trade associations, research institutes, and advisory bodies. We will strengthen international policy exchanges and academic discussions, and promote the mutual recognition of energy efficiency standards and standards for high-efficiency and energy-saving transformers. The backbone enterprises are encouraged to actively expand the international market, strengthen the industrial cooperation with the countries along the "One Belt And One Road", and enhance the international influence and competitiveness of high-efficiency and energy-saving transformers.
